PROVIDENCE — Democrat David Cicilline won the Rhode Island congressional seat being vacated by retiring Representative Patrick Kennedy, preventing the Republicans from grabbing a trophy race a few months after Scott Brown took the Senate seat that had been held for decades by Kennedy’s father, Edward M. Kennedy, in Massachusetts. Cicilline, the openly gay mayor of Providence, beat Republican state Representative John Loughlin, 51 percent to 44 percent, in the race for First Congressional District seat that Kennedy has held for eight terms.

PROVIDENCE - Rhode Island's public pension system is one of the most underfinanced in the nation, raising concerns about how the state will meet massive bills for retiree healthcare costs. A report by the Center on the States at the Pew Charitable Trusts, found that only West Virginia is in worse shape. The report says Rhode Island taxpayers must raise $4.3 billion more to cover health costs for the 45,000 current and former state workers and teachers vested in the system over the next 30 years.

PROVIDENCE - The state’s Ethics Commission gave General Treasurer Frank Caprio guidance on handling a state fund meant to help victims of a deadly nightclub fire as he sought to avoid a conflict of interest related to the involvement of his family’s law firm in lawsuits over the blaze. The Crime Victims’ Compensation Program, a fund administered by Caprio’s office, has so far paid $1.9 million to 165 survivors and relatives of victims of the 2003 Station nightclub fire, which killed 100 people and injured more than 200 others.

WASHINGTON — The Supreme Court yesterday refused to relax the disclosure requirements for groups that spend money to influence federal elections, as the justices turned away an appeal from antitax and libertarian activists. Acting the day before the congressional elections, the high court let stand a ruling requiring SpeechNow.org to comply with the federal rules that govern so-called political committees. SpeechNow is a free-speech group founded by officials from the antitax Club for Growth and the libertarian Cato Institute.
