PRICES WERE out of control at the end of third-century Rome, and the Emperor Diocletian was determined to rein them in. In AD 301 he issued his famous Edict on Prices , a complex piece of legislation that banned speculation and established price ceilings for a wide range of goods and services. But the ambitious law failed. Though violators could be punished with death, inflation and speculation persisted. Goods were hoarded, or sold on the black market. The economic crisis worsened.

Massachusetts Gov. Deval Patrick, Armenian Foreign Affairs Minister Edward Nalbandyan (nal-BAN'-dee-uhn) and others will be celebrating the local immigrant community at the dedication ceremony of Armenian Heritage Park in downtown Boston. Patrick and Nalbandyan will be joined by city Mayor Thomas Menino and local officials at the Tuesday morning ceremony on the Rose Fitzgerald Kennedy Greenway. A gift from Massachusetts' Armenian-American community, the park celebrates local immigrants and their contributions to the community.

Deval Patrick has been friends with Ron Walker for years, so when Walker, president of the merchant bank Next Street, asked the governor if he would officiate at his wedding, Patrick happily said yes. The ceremony, held yesterday at the Four Seasons Hotel, was an intimate affair for about 30 guests. It also was not a first for the governor, who in September officiated the wedding of his daughter Sarah Baker Patrick and her husband, Marco Morgese. Walker, a former senior executive at Sovereign Bank, exchanged "I do's" with Shawnda Rose, a community outreach manager at Mattapan Community Health Center.

Immigrant advocates are protesting the decision by the U.S. Department of Homeland Security to launch a federal program aimed at identifying illegal immigrants arrested for crimes. The activists say the Secure Communities program seriously erodes immigrant trust in the police, encourages officers to engage in racial profiling, and erodes civil liberties. They also said the program contradicts the Obama administration's announced intention to focus immigration enforcement on serious criminals.

Gov. Deval Patrick has cancelled his events today after his eldest daughter, Sarah, became "ill and temporarily disoriented" while at dinner last night, a spokesman said. Sarah Patrick is in stable condition and will remain in the hospital today to undergo testing and observation, the spokesman, Brendan Ryan, said in a statement. Gov. Patrick and his wife, Diane, are spending the day with Sarah, Ryan said. No further information was immediately available.
