Constant Contact Inc. debuted a tool for small businesses to create promotional pages on Facebook. Since Facebook Inc. filed its initial public offering plan, Constant Contact shares have jumped. On Tuesday, the provider of e-mail marketing services released Social Campaigns, which allows small businesses to build a following using Facebook. The Waltham company also reported fourth-quarter profit, excluding certain items, of 27 cents a share, topping the average analysts’ estimate of 24 cents.
