PROVIDENCE — Lincoln Chafee has not been allowed to address a Rhode Island state board meeting about his opposition to a $75 million loan guarantee offered to Curt Schilling’s video game development company.

Chafee, an independent candidate for governor, appeared at yesterday’s meeting of the Economic Development Corporation. He greeted Governor Don Carcieri, chairman of the board, inside the front door. Carcieri replied that he had already told Chafee in writing he would not be able to speak. The board generally does not allow members of the public to speak at its meetings.

Last month, the development corporation approved the loan guarantee to bring the former Red Sox pitcher’s company, 38 Studios, from Maynard, Mass., to Rhode Island. Chafee and other critics say the deal is too risky, but proponents say it could bring hundreds of jobs.
